Torture is abhorrent. It is barbaric and inhumane. It can never be justified. It is wrong, self-defeating and poisons the rule of law, replacing it with terror. No one is safe when governments allow its use. 30 years ago this year the UN Convention Against Torture came into being. The Convention was groundbreaking: it offered a set of concrete steps to make the global ban on torture a reality, by establishing a set of measures, enshrined in law and specifically designed to prevent torture, punish perpetrators and ensure justice and redress to victims. These measures intend not only to end torture and other ill-treatment nationally, but also to ensure that no-one is deported across borders to be tortured, and that there is no safe haven for perpetrators. Since 1984, 155 states have ratified the UN Convention Against Torture, 142 of which are researched by Amnesty International. In 2014, Amnesty International observed at least 79 of these still torturing -- more than half the states party to the Convention that the organisation reports on. A further 40 UN Member States haven't adopted the Convention, although the global legal ban on torture binds them too. In some of these countries torture is routine and systematic. In others, Amnesty International has only documented isolated and exceptional cases. The organization finds even one case of torture or other ill-treatment totally unacceptable.

Wide of end of news conference STORYLINE: Amnesty International expressed concern on Wednesday about human rights in Russia, emphasising racial discrimination and the right to freedom of assembles and association having come "under a lot of pressure" over the last couple of years. Friederike Behr, an Amnesty International researcher in Russia said that although there have been positive developments, a number of serious violations remain. The key issues, she said, are racial discrimination, violation of the rights to freedom of assemblies and freedom of association as well as freedom of speech. "There is at least a recognition of this problem but at the same time we don't see that there is a national programme of combating racial discrimination," Behr said. On the rights to freedom of assemblies and freedom of association Behr said: "We haven't seen any improvements in the last months but of course at the moment... the political situation could change to the positive." Amnesty International has handed over its human rights memorandum to Russian President Dmitry Medvedev. The organisation believes that he is able to change the situation in Russia, as he promised in his inauguration speech to protect and honour human rights, personal freedoms and the rule of law. We see in those reforms very positive elements. However, there are some issues it is important to draw attention to, especially regarding constitutional reforms, the elements that were given to congress and that haven't moved forward after months of negotiation. And so, not surprisingly, human rights groups feel disappointed by the lack of transparency in the negotiations." 6. Wide shot of press conference STORYLINE: While hailing the recent release of two environmental activists jailed in Chihuahua, a delegation from Amnesty International visiting Mexico criticised the country's lack of judicial reform and continuing police repression in several Mexican states. A delegation from the London-based human rights organisation has spent the last two weeks touring the states of Oaxaca, Guerrero and Veracruz. The delegation concluded at a press conference on Friday that the government has made little progress to improve the law enforcement and judicial operations. Isidro Baldenegro and Hermenegildo Rivas were jailed 15 months ago charged with illegal possession of weapons and marijuana. Evidence against the pair, who had been received threats due to their efforts to protect nearby forests from logging, was fabricated and could not stand up in court, according to Amnesty International. Rupert Knox, the coordinator of the Amnesty International delegation, said local and international pressure had contributed to the release of the prisoners. At the national level, there have been positive signs in efforts to reform the country's constitution and judicial system, but the process needs to be more open, Knox said. More than a year ago, President Vicente Fox created the National Program for Human Rights to help push through reforms recommended by a United Nations report on human rights in Mexico that was released in December. Fox's opposition holds a majority in Congress, and negotiations have moved sluggishly. Knox pointed out: "there are questions important to stress, especially in regards to constitutional reforms, the elements that were given to Congress and that haven't moved forward after months of negotiation and human rights groups feel disillusioned by the lack of transparency in the negotiations." Amnesty International delegations visit Mexico at least once a year. Mid of Al-Alagi talking to group STORYLINE: Rebels fighting to topple Libyan leader Moammar Gadhafi committed unlawful killings and torture, Amnesty International said in a report released on Tuesday. The 100-plus page report, based on three months of investigations in Libya, draws no equivalency between the crimes of Gadhafi loyalists and those of the former rebels, who now hold power in Tripoli. The Gadhafi forces'' crimes were greater, the list of them is longer, and they may have amounted to crimes against humanity, the report said. But it said the crimes of the rebels were not insignificant. "Members and supporters of the opposition, loosely structured under the leadership of the National Transitional Council (NTC)... have also committed human rights abuses, in some cases amounting to war crimes, albeit on a smaller scale," the Amnesty report said. It stated opposition supporters "unlawfully killed" more than a dozen Gadhafi loyalists and security officials between April and early July. In addition, just after the rebels took control of eastern Libya, the report said, angry groups of rebel supporters "shot, hanged and otherwise killed through lynching" dozens of captured soldiers and suspected mercenaries, with impunity. Speaking in the Libyan capital Tripoli, Mohammed al-Alagi, interim Justice Minister, said that describing the rebels actions as war crimes was wrong. "They are not the military, they are only ordinary people," al-Alagi said, while admitting the former rebels had made mistakes. The report also said both sides stirred up racism and xenophobia, causing sub-Saharan Africans to be increasingly attacked, robbed and abused by ordinary Libyans.
